أجتماع قادة أوروبا بقصر الإتحادية بالقاهرة برئاسة الجمهورية يعكس عمق العلاقات بيين جمهورية مصر العربية وأوروبا.

تعاون إقتصادي مصري إستثماري مشترك لتوطين الصناعة ونقل التكنولوجيا سيعقد مؤتمر إستثماري بيين الجانبين في النصف الثاني من العام الجاري وذلك لتحقيق المصالح الإقتصادية والسياسية لدعم الأمن والسلام والإستقرار بالمنطقة لتقدم مستوي العلاقات الإستراتيجية.

السيد الرئيس عبدالفتاح السيسي القائد العام والأعلي للقوات المسلحة المصرية ورئيس الجمهورية خلال القمة بالقاهرة مع أورسولافون دير لاين وقادة بلجيكا وقبرص وإيطاليا واليونان والنمسا وذلك لتعزيز العلاقات مع أوروبا سياسياً وإقتصاديا وثقافياً وأمنيا علي أساس الإحترام المتبادل شراكة إستراتيجية متكاملة مع الإتحاد الأوروبي القادة الأوروبيين يثمنون الموقف المصري الحكيم والنشيط والهادف لإستعادة أمن المنطقة وإستقرارها.

السيدات والسادة.

أسمحوا لي في البداية أن أُرحب بكم ضيوفاً أعزاء علي مصر حيث تأتي زيارتكم للقاهرة اليوم وسط زخم مكثف تشهده العلاقات المصرية الأوروبية سواء مع مؤسسات الإتحاد الأوروبي أو دولة الأعضاء لقد مثلت زيارتكم اليوم محطة شديدة الأهمية في العلاقات بين مصر والإتحاد الأوروبي إذ نجحنا معاً في تحقيق نقلة نوعية في شراكتنا كما وقع السيسي أمس مع السيدة أورسولا فون دير لاين رئيسة المفوضية الأوروبية علي وثيقة إعلان سياسي مشترك لإطلاق مسار ترفيع العلاقات بين مصر والإتحاد الأوروبي إلى مستوي الشراكة الإستراتيجية المتكاملة بهدف الإرتقاء بمستوي التعاون من أجل تحقيق المصلحة المشتركة.

السيدات والسادة.

قد أقترن مسار ترفيع العلاقات بين مصر والإتحاد الأوروبي بحزمة مالية لدعم الإقتصاد المصري وتتكون هذه الحزمة التي تبلغ حوالي 7.4 مليار يورو من ثلاثة مكونات رئيسية تتمثل في التمويل الميسر وضمان الإستثمار والدعم الفني لتنفيذ مشروعات التعاون الثنائي المشترك بين الجانبين أتفقنا أيضاً مع السيدة رئيسة المفوضية الأوروبية علي عقد مؤتمر للإستثمار بين مصر والإتحاد الأوروبي خلال النصف الثاني من العام الجاري للتعريف بالفرص والإمكانيات الإستثمارية في مصر وبما يسهم ذلك في تعزيز إنخراط الشركات الأوروبية في السوق المصري كما شهدت المباحثاتنا أيضاً أمس تركيزاً خاصاً علي تعزيز التعاون في مجال الطاقة سواء فيما يتعلق بمجال الغاز الطبيعي أو الربط الكهربائي حيث أتفقنا علي التعاون في مجال إنتاج الهيدروجين الأخضر كمصدر للطاقة النظيفة وأكدنا مواصلة التعاون القائم في إطار منتدى غاز شرق المتوسط لما يساهم به في تحقيق أمن الطاقة علي المستويين الإقليمي والدولي.

السيدات والسادة.

لقد تناولت المباحثات أهمية الإستمرار في مواجهة التحديات المشتركة وفي مقدمتها الهجرة غير الشرعية حيث أكدنا إلتزامنا بمكافحة هذه الظاهرة في إطار التعاون القائم مع تضمين البعد التنموي في معالجتها إضافة إلى تعزيز مسارات الهجرة النظاميةوأتفقنا علي ضرورة دعم جهود مصر التي نجحت في وقف تدفقات الهجرة غير الشرعية من السواحل المصرية منذ عام 2016 ميلاديا فضلاً عن إستضافة 9 ملايين مواطن أجنبي في مصر يتمتعون بالخدمات الإجتماعية والصحية أسوة بالمواطنيين المصريين.

الحضور الكريم.

لقد حظيت الملفات الإقليمية والدولية ذات الإهتمام المشترك بإهتمام كبير في محادثاتنا اليوم وعلي رأسها القضية الفلسطينية والحرب في قطاع غزة حيث أكدت حتمية الوقف الفوري لإطلاق النار وإنهاء إسرائيل لأعمالها العدائية ودعوت في هذا الإطار القادة الأوروبيين لبذل المزيد من الجهد لوقف إطلاق النار بشكل فوري وغير مشروط فضلاً عن زيادة المساعدات الإنسانية إلى قطاع غزة لتخفيف حدة الكارثة الإنسانيةالتي يعيشها الفلسطينيون أتفقنا مع القادة الأوروبيين علي رفض شن إسرائيل عملية عسكرية في رفح بما سيضاعف من الكارثة الإنسانيةالتي يعاني منها المدنيين بالقطاع فضلاً عن أثار تلك العملية علي تصفية القضية الفلسطينية وهو ما ترفضه مصر جملة وتفصيلاً وتؤكد مصر مجدداً رفضها الكامل لأي محاولات من قبل اسرائيل لتهجير الشعب الفلسطيني قسرياً من أرضه المحتلة منذ عام 1967بما فيها قطاع غزة والضفة الغربية والقدس الشرقية

لقد أستعرضت بإستفاضة الجهود المصرية الرامية لحل الأزمة مع تأكيد أهمية التعامل مع القضية الفلسطينية بمنظور شامل ومتكامل يضمن حقوق الفلسطينيين بإقامة دولتهم المستقلة على حدود 1967 وعاصمتها القدس الشرقيةكما أُود أن أختتم كلمتي بتأكيد ضرورة توحيد رسالتنا للمجتمع الدولي لإبراز أن معاناة الشعب الفلسطيني في كامل الأرض الفلسطينية المحتلة علي مدار العقود الماضية لن تتوقف سوي بالإعتراف بدولة فلسطين ومنحها العضوية الكاملة في الأمم المتحدة والعمل علي تنفيذ حل الدولتيين وفقاً للمرجعيات الدولية وأن التسويف في حل تلك القضية يعرض المنطقة والعالم بأسره لعدم الإستقرار.

 The meeting of European leaders at the Federal Palace in Cairo headed by the Presidency reflects the depth of relations between the Arab Republic of Egypt and Europe.

 Joint Egyptian economic and investment cooperation to localize industry and transfer technology An investment conference will be held between the two sides in the second half of this year in order to achieve economic and political interests to support security peace and stability in the region to advance the level of strategic relations.

 Ladies and Gentlemen.

 Allow me at the beginning to welcome you dear guests to Egypt as your visit to Cairo today comes amidst intense momentum witnessed by Egyptian-European relations whether with the institutions of the European Union or member states Your visit today represented a very important milestone in the relations between Egypt and the European Union as we succeeded together in achieving a shift Quality in our partnership Yesterday Sisi signed with Mrs Ursula von der Leyen President of the European Commission a joint political declaration document to launch the process of upgrading relations between Egypt and the European Union to the level of an integrated strategic partnership with the aim of raising the level of cooperation in order to achieve the common interest.

Ladies and Gentlemen.

 The path to upgrading relations between Egypt and the European Union has been accompanied by a financial package to support the Egyptian economy This package which amounts to approximately 7.4 billion euros consists of three main components concessional financing investment guarantee and technical support for the implementation of joint bilateral cooperation projects between the two sides We also agreed with the President of the European Commission on An investment conference was held between Egypt and the European Union during the second half of this year to introduce investment opportunities and possibilities in Egypt and this will contribute to enhancing the involvement of European companies in the Egyptian market Our discussions yesterday also witnessed a special focus on enhancing cooperation in the field of energy whether with regard to the field of natural gas or Electrical connection where we agreed to cooperate in the field of green hydrogen production as a source of clean energy and we confirmed the continuation of existing cooperation within the framework of the Eastern Mediterranean Gas Forum as it contributes to achieving energy security at the regional and international levels.

 Ladies and Gentlemen.

 The discussions addressed the importance of continuing to confront common challenges most notably illegal immigration We affirmed our commitment to combating this phenomenon within the framework of existing cooperation while including the development dimension in addressing it in addition to strengthening the paths of regular migration We agreed on the necessity of supporting Egypt s efforts which succeeded in stopping illegal immigration flows from The Egyptian coasts since 2016 AD in addition to hosting 9 million foreign citizens in Egypt who enjoy social and health services like Egyptian citizens.

Ladies and Gentelmen.

 Regional and international files of common interest received great attention in our talks today most notably the Palestinian issue and the war in the Gaza Strip where I stressed the inevitability of an immediate ceasefire and Israel s end to its hostilities In this context I called on European leaders to make more efforts for an immediate and unconditional ceasefire as well as Regarding increasing humanitarian aid to the Gaza Strip to alleviate the humanitarian catastrophe that the Palestinians are experiencing we agreed with the European leaders to reject Israel launching a military operation in Rafah which would double the humanitarian catastrophe that civilians in the Strip are suffering from in addition to the effects of that operation on liquidating the Palestinian cause which Egypt rejects in its entirety and confirms Egypt reiterates its complete rejection of any attempts by Israel to forcibly displace the Palestinian people from their land occupied since 1967 including the Gaza Strip the West Bank and East Jerusalem.

 I have reviewed in detail the Egyptian efforts aimed at resolving the crisis while emphasizing the importance of dealing with the Palestinian issue from a comprehensive and integrated perspective that guarantees the rights of the Palestinians to establish their independent state on the 1967 borders with East Jerusalem as its capital I would also like to conclude my speech by emphasizing the necessity of unifying our message to the international community to highlight that the suffering of the Palestinian people is in the entire occupied Palestinian territory Over the past decades it will only stop by recognizing the State of Palestine granting it full membership in the United Nations and working to implement the two-state solution in accordance with international references Procrastination in resolving this issue exposes the region and the entire world to instability.

  I welcome you again as guests to Egypt and thank you for our fruitful discussions today and I look forward to continuing the constructive dialogue and ongoing coordination between us.
