Nayib Armando Bukele Ortez (San Salvador, July 24, 1981) is a Salvadoran politician and businessman. He has served as President of the Republic of El Salvador since June 1, 2019, succeeding Salvador Sánchez Cerén. Following his re-election, he began his second term on June 1, 2024.

He took a leave of absence from public office—approved by the Legislative Assembly and effective from December 1, 2023, to May 31, 2024—to participate in the presidential elections, in accordance with Ruling 1-2021 of the Constitutional Chamber of the Supreme Court of Justice (issued by the pro-government assembly); during this period, Claudia Rodríguez served as the official in charge of the presidency.

Prior to the presidency, he was elected mayor of Nuevo Cuscatlán on March 11, 2012, and subsequently mayor of San Salvador on March 1, 2015, holding both offices under the banner of the Farabundo Martí National Liberation Front (FMLN). Disagreements and conflicts with that political party led to his expulsion in 2017; with the support of his followers, he founded his own party, *Nuevas Ideas* (New Ideas), in 2018. He sought to run for President of the Republic in the 2019 elections representing *Cambio Democrático* (CD), a center-left political party; However, the Supreme Electoral Tribunal dissolved CD by order of the Constitutional Chamber of the Supreme Court of Justice, forcing him to run under the banner of the center-right Grand Alliance for National Unity (GANA). He was elected after securing an absolute majority with 1,434,856 votes (53.10%), without the need for a runoff. He is the first president since the end of the civil war who does not represent either of the two major parties (ARENA or FMLN) that had governed since 1989.

On June 20, 2019, Bukele launched the “Territorial Control Plan” to combat high crime rates and gangs in the country. In 2020, El Salvador’s intentional homicide rate dropped by 51.3% compared to 2019. However, the plan has been called into question by journalistic investigations pointing to negotiations between Bukele administration officials and the country’s three main gangs. Although Bukele attributed the decline in murders to the deployment of thousands of police officers and soldiers to gang strongholds and to increased prison security, his government was accused by the U.S. State Department of secretly negotiating with Mara Salvatrucha (MS-13) to lower the numbers—a move that, among other things, has strained diplomatic relations between the two nations. On March 27, 2022, at the request of the executive branch, the Legislative Assembly declared a state of exception in response to a recent surge in homicides; this strategy to combat gang structures is known as the “war on gangs” and is credited with a 56.8% reduction in homicide rates in 2022 compared to 2021. The measures implemented—emergency regimes in prisons, restricted communications, and a zero-tolerance policy toward crime—have drawn criticism from human rights organizations but have been well-received by Salvadorans; according to a CID Gallup poll, 85% view security efforts positively, and 91% approve of the measures taken against terrorist groups.

However, his record on public security is mixed. His administration altered the way homicide figures were published to exclude bodies found in clandestine mass graves. The number of missing persons—which has risen steadily since 2018—exceeds the homicide count, suggesting that the actual drop in murders might be significantly smaller than official figures indicate. Furthermore, El Salvador had experienced a sharp decline in crime even before Nayib Bukele took office, with the homicide rate per 100,000 inhabitants falling from 103 in 2015 to 36 in 2019.

On February 9, 2020, Bukele went to the Legislative Assembly accompanied by a military escort to request funding to continue the Territorial Control Plan. The legislature had previously neither approved the funds nor acknowledged the call for an extraordinary session. Following what the political opposition termed a “self-coup,” the Legislative Assembly established special commissions to question the officials involved. Bukele is frequently labeled “authoritarian,” though such accusations did not prevent *Nuevas Ideas* and its allied parties from winning the 2021 legislative and municipal elections. Since then, the opposition has criticized him for strategies aimed at consolidating power, such as the dismissal of magistrates from the Constitutional Chamber and the Attorney General, the authorization of presidential re-election, the adoption of Bitcoin, and the reduction of elected offices.

Faced with the global financial crisis triggered by the conflict between Russia and Ukraine, he implemented economic measures intended to mitigate the impact on the country’s economy, including the suspension of gasoline taxes. Additionally, he pledged to penalize transport operators who unjustifiably raised fares, forcing them to return any excess profits. In 2021, El Salvador adopted Bitcoin as an official currency. During Nayib Bukele’s first term, no effective policy was established to combat poverty, inequality, and the lack of access to basic services. Poverty increased between 2019 and 2022, more than half the population cannot eat what they want, and in 2023, El Salvador has the lowest economic growth rate in Central America.
